7-22-19 Boca Raton Water: Chris Helfrich
During our meeting Monday July 22, 2019 Chris Helfrich reviewed current issues involving water in the country and specifically the City of Boca Raton.  He also introduced us to Boca Raton water programs and how they create a resilient and sustainable program for the 130,000 customers: Innovative, Sustainable, Infrastructure Program (iSIP).
Chris described how efficiently the Boca Raton water management system is operated, with one of the lowest water and sewer cost and a top bond rating, this makes Boca the pace setter for the county.  He told us that because of the excellent operation and cash position, Boca has begun the iSIP project: an innovative, proactive and collaborative program utilizing technology to assess infrastructure around the utility services for the future.
Prior to telling more about the iSIP project with its broad vision, advanced planning, progressive action and sustainable future, Chris gave us a graphic view of the water and sewer plant, explaining that Boca provides water and sewer services to its customers through more than 1200 miles of pipeline buried between 3 and 22 feet deep with the oldest sections from the 1940s.  As a national comparison, he pointed out that the nation has more than 1.8 million of drinking water pipeline providing about 42 billion gallons of treated water daily.
He went on to compare the funding for transportation infrastructure to water and sanitation infrastructure showing how aviation and highway funding has been relatively steady while water and sanitation funding has steadily diminished, suggesting potential water and sewer issues may bring an ominous future.  This is why Chris believes the Boca iSIP project may provide a valuable model for other districts to prepare for the future.
Chris Helfrich is the Utility Services Director for the City of Boca Raton. He has a degree in Civil Engineering from Florida State University and an MBA from Florida Atlantic University. He has been in the Utility industry for over 30 yrs and the Utility Director for the last 15 years with the City of Boca Raton. In addition to being an avid Florida State Seminole fan, Chris is a native Floridian, who plays golf, but only on courses that use reclaimed water.
